EFCA Policy Initiative
On 10 March 2010 EFCA published its Policy Initiative No. 2, "Linking air pollution and climate change: a challenge for European legislation". An analysis revealed that a legislative framework which would support that is not available, neither at UN level, nor in the European Union. A number of EU Directives miss incentives for an integrative approach in their implementation.
In order to fill the Framework gap EFCA pleads for a European initiative towards a Law of the Atmosphere at UN level. At the short term the European Commission may consider to develop a Framework Directive which addresses the relevant sectors to develop integrated approaches. In the Policy Initiative also recommendations for additions in existing Directives are made with the objective to further a more cost-effective implementation.
