The adoption of the Energy Package at the end of 2008 comprises the agreement between European Parliament and Council on the 20-20-20 strategy in 2020. The package includes the following targets to be met in 2020:

  • a total reduction of 20% of the emissions of greenhouse gases compared with 1990; this reduction is to be increased to 30% in 2020 if other developed countries commit themselves to comparable reduction targets. It is connected to an agreement on the share of each MemberState in this target;
  • a share of 20% energy from renewable sources. The target includes a 10% share of transport fuels from renewable sources; the production of these biofuels has to meet specific sustainability criteria;
  • an improvement of 20% in energy efficiency.

The Energy Package which binds Member States to these targets is detailed in a total of six Legislatve texts respectively dealing with:

  • Decision No 406/2009/EC of the European Parliament and the Council on the effort of Member States to reduce their GHG emissions (20% in 2020)
  • Directive 2009/28/EC on the use of energy from renewable sources (Renewables)
  • Directive 2009/31/EC on the geological storage of carbon dioxide (Carbon Capture and Storage, CCS)
  • Directive 2009/29/EC on an improved and extended emission trading system (ETS to encourage Energy Efficiency)
  • EC Regulation No 443/2009 on an average CO2 Emissions standard for new cars
  • Directive 2009/30/EC on Fuel quality
